Neat. Still not sure what character this is based on. But I have seen people make lots of stuff based on this. Check instructables.com
People back in the day didn’t know how the Black Death and other diseases were transmitted, so those who tended the sick wore these masks. The noses were stuffed with herbs and potpourri type things so the plague “miasma” wouldn’t reach them.
